• Install smart gates to divert baseflow to treatment during dry periods
• GSI retrofits (rain gardens, tree trenches) in upstream neighborhoods
• Deploy debris booms and in-stream litter traps at bridges

Pilot Swim + Access Sites

• A shaded riverside promenade with supervised access ladders and water stairs
• Neighborhood rain garden network linked to the river via bioswales

Safety + Water Quality Protocol

Public swimming will proceed in phases, based on water quality thresholds and onsite supervision. Pilot swim windows open only when recent tests meet safety criteria (E. coli GM ≤ 500 CFU/100 mL; no heavy rain in last 48 hours; turbidity and visibility acceptable). Transparent weekly reporting and onsite signage will communicate conditions.
